District Cabinet Meeting - October 26, 2008

The October 26, 2008 District Cabinet meeting was convened at 12:00pm sharp with Reverend Frye leading us in invocation, song, and pledge. We then enjoyed lunch, and reconvened at 12:55pm.
The minutes from the previous Cabinet meeting were presented, Jerry Sherwin moved approval (Glenn Hauge seconded), and the motion was approved without discussion. Similarly, the treasurer's report was presented, Jim Guy moved approval (Phil Ingwell seconded). Reverend Frye wanted to purchase a small public address system, and was encouraged to sit in front. The motion then was approved.
DG Jenson reported that he has completed 20% of his club visits, and 60% have been scheduled. The District is down 25 members (through September). The UW-Madison club inducted 30 new members, two-thirds of them women. Among other recruiting techniques, they used chalk signage on sidewalks. We need leadership - we are struggling to get Cabinet members. DG Jenson called upon the Past District Governors to identify people. A good leader always trains someone to take his job. We must identify those for emerging leadership. He also encouraged us to use the existing state or international forms to submit for expenses - contact him via e-mail if you have questions.
Arlen Milestone reported for Constitution and Bylaws - International is now implemented the use of the position of Second Vice District Governor. This is now an official mandatory position. This requires some minor changes to our Constitution and Bylaws, in Article 3 Section 1. The practice was tested in Ohio and Germany. How will a second vice governor be funded? Money will be transferred from the elimination of region chairs. The position will become part of the normal succession, but it is not absolutely mandated to fill the position. Zones would then be divided between the two vice governors. The duties will be included in policies prior to the election. The candidate committee requests your help - we need a second viable candidate. Jim Guy moved to make the appropriate Bylaws changes (without being on the District Convention ballot (Jerry Sherwin seconded), and the motion was approved. Jodi Burmester moved to change the duties in the Policy Manual (Jim Guy seconded), and that motion was similarly approved. The qualifications will be the same as the first vice governors. New policy manual wording will be mailed. There will also be minor changes to the Search and Review Committee, and Rob Sherman so moved (Dick Schwedrsky seconded), and the motion was approved. DG Jenson thanked the committee for all of their work with this.
Sal Al Ashkar reported for the Diabetes Committee. They participated in a Walk at Madison Speedway in Oregon on September 20, raising $310,000 for Juvenile Diabetes Research Foundation, and another Walk in October in Janesville, raising $22,000 for the American Diabetes Association. They are planning a November 8 workshop to be held at the Albany Lions clubhouse, from 9am to noon, no reservations needed. Al Ashkar then led us in various exercises - stretching, punching, running in place, and so on.
Ben August reported for the Youth Exchange Committee. He referred to the printed handout for details. Our district is 1st in sending out youth and 3rd in hosting. A Youth Exchange handbook is available, either printed or on CD - See August for more information. A $200 grant is being considered for host families, to be paid from contributed funds. The committee will be soliciting, asking $2 per club member. November 15 is the deadline for scholarships.
"Doc" Esser reported for the District Care Committee. This is Dr Gil's 30th year, and the District presented a $12,000 check for his use.
Esser also reported on LCIF. This is the right arm of Lions International, providing grants all over the world. In fact, some $500,000 have been granted back to this District. Undesignated donations go to the district fund, where they are used as matching funds (up to $500) for Melvin Jones Fellowships. We just need the club number and the member number. The fellowships will be presented at District Convention.
PDG Milford Thompson is now at the Engleside Nursing Home in Mount Horeb.
Sam Powell reported for the Wisconsin Lions Foundation. 124 1st timers were at the open house. Wisconsin motorcycle clubs raised enough money to purchase a one ton pickup and snowplow. A large bequest of more than $265,000 from a couple and a $1,000,000 anonymous donation went to Lions Pride. The workday was yesterday. Flyers will be coming out for deerhide donations - the drop-off in our District will be in Brodhead. $65,000 was netted last year for Wisconsin. Please note that Lions Pride is for the endowment, not operating funds.
Jodi Burmester reported on the District Convention, which will be on March 13 and 14 at the Sheraton Hotel (on John Nolan Drive) in Madison. The Cabinet meeting will be on Friday afternoon. That evening, there will also be the usual dinner, and a county fair. Registration forms will be mailed out to club officers. All meals will be diabetic-friendly. Clubs should purchase ads in the program for their upcoming events. The ad deadline will be February 15. Deadline for registrations will be March 1.
Rob Sherman reported for the Leadership Committee. He spoke of regional club officer training at the beginning of May. He encouraged us to 'fill the pipeline', and to take advantage of the Emerging Lions Leadership Institute. He also spoke briefly on Transfusion, Transition, and Transformation. Bill Kilian reported for Leader Dog. If your club will donate $70 more than last year, you can receive a 70th Anniversary patch.
Peter Cerniglia reported for Lions Eye Bank of Wisconsin. They have moved into the new building (new address is 2401 American Lane), and should be beginning their capital campaign soon. They do have a room available for club meetings.
Erling Isely reported for Mission to Mexico. The first mission is happening now. M2M is now a 501c3 organization, so your donations are tax deductible. There will be missions beginning in January, February, March, and April. They have donated $1,000 to the Eyeglass Recycling Center.
Julie Baglama reported for Lioness Affiliate. She has visited most of her clubs. She is encouraging attendance at District Convention.
Daryl Porter reported for the Hearing Committee. Good news, bad news - applications are up, but funding is down.
Sharing Resources Worldwide, an eyeglass mission to Guiana, is requesting permission to solicit from Lions. (Note this would not be an endorsement, merely permission to solicit, to include club addresses.) They are looking for $9,200. Phil Ingwell moved giving permission (John Dickson seconded), and after much discussion pro and con, the motion was narrowly defeated (19 for, 20 against).
Reverend Frye reported that District C1 used a different arrangement for their Necrology. They had an affinity candle, and used two screens, with six candles per screen.
There was some confusion about e-mails and phone numbers missing from the Directory.

Cottage Grove - curling bonspiel January 9, 10, and 11 at the Madison Curling Club in McFarland.
Sun Prairie - their 75th Anniversary will be held on November 8 at the Crown Plaza.
Sun Prairie - ask them about their fund raising calendar.
Mineral Point - upcoming raffle, for a 2008 Dodge Cavalier and gas cards.
Madison Central - everyone is encouraged to volunteer to work at the concession stand at the Kohl Center, proceeds will be divided accordingly.
Julie Baglama offered to make e-mail announcements to Lioness clubs as requested.
Dennis Gullickson held the TailTwister raffle - Ray Roper donated his winnings to the Diabetes fund, and $112 was designated for deposit in the TT Fund.
