District Cabinet Meeting - March 13, 2009
Sheraton Hotel, Madison

The March 13, 2009 Cabinet meeting, held in conjunction with the 2009 District Convention was brought to order at 5:31pm, with the pledge, a song, and a prayer. We immediately took a short break while dinner was served.

We reconvened at 6:20pm with the short announcement that there would be no carry-ins in the Convention meeting rooms or banquet rooms (according to Madison City ordinance). The roll call sheet was circulated.

Steve Schaefer moved approval of the January minutes as published (seconded by Arlen Milestone), and the motion as approved.

Jim Guy moved approval of the treasurer's administrative fund report (seconded by Dick Leverentz), and the motion was approved. Walt Althaus moved approval of the activities fund report (seconded by Gene Francis), and the motion was approved.

District Governor John Jenson made a few remarks, starting with "I don't have a lot to say at this point". We are down in membership, but that may be in part due to the cyclical nature of membership. Two clubs have closed - Belleville and Janesville Evening - and one club - Benton - is moving to branch status.

Walt Althaus gave the report on WLF, starting with an apology on the delay in distributing pins. He has been making visitations to various District clubs, and would like the Zone chairs to assist with club pin distribution. He called the Zone Chairs forward one by one, and awarded them with 100% pins (Dick Schwedrsky, John Elvekrog, John Dickson, Bill Tefft, Jack Daubert, Don Ford, and Jerry Schmidt), exhorting the others to reach 100% for their clubs.

Rob Perkins told us about the District Band, comprising of musicians from six schools in the District. We need to raise $12,550 in order to send the band to International Convention. We need to figure out how to do this. Three bands are coming from Germany, so they will not be able to contribute. Gene Francis has $2 (left from the previous band) to start the fund. If Multiple District 27 decides to sponsor the band, they will front $2,000. Peter Cerniglia moved to grant permission to solicit funds directly from clubs (seconded by Glenn Hauge), and the motion was approved. The application deadline is June 1, and the response to solicitation deadline is May 1.

Jim Guy, speaking on behalf of the Cottage Grove club, told us of a student at Monona who needs special equipment in order to continue a successful high school career (see attached). He moved that we contribute $2,000 from Emergency Funds (Jack Daubert seconded). Steve Schaefer raised the question of using LEHP funds. Phil Ingwell suggested that we not use Emergency Funds, but save them for true emergencies. Does this open a door for more similar requests (thus making the District the primary fund-raiser)? When asked about the financial status of the family, Jim replied that it is a single parent family. An amendment by Bill Tefft to direct the District Governor to form a committee to set up guidelines for future use of the Emergency Funds was not seconded. Jodi Burmester made a second amendment to solicit clubs directly first was made and later retracted it. Jim committed $1,000 from Cottage Grove Lions Club. Rob Perkins questioned if the District should match the Cottage Grove commitment (or a percentage thereof). The original motion was approved. District Governor John Jenson later specified that the funding go through him.

We enjoyed a few brief remarks from W R O'Reilly.

There has been a request from a Saskatoon band looking for a club to sponsor a meal in July, and interested clubs should contact Vice Governor Rick Daluge.

Rick also announced the dates of the Cabinet meetings for the next year:
    • August 2, in Albany
    • October 11, in Waunakee
    • January 24, in Dodgeville
    • March 12, in Platteville

Dale Boness reported for the Diabetes Committee. They are sponsoring a Strides Walk here at the Convention (see Pat and Mary Leverentz for details). There will be a Diabetes Expo in Madison on November 7 at the Alliant Energy Center - 70 volunteers will be needed.

Greg Clark moved that Julie Baglama be nominated to serve a second consecutive term as Affiliate District President (Peter Cerniglia seconded), and the motion was approved.

DG John named a committee to review Convention hotel contracts before signing - Phil Ingwell, Jodi Burmester, and Darryl Porter. This committee will report back to the Cabinet

There was no TailTwister raffle and no club announcements, and the meeting was adjourned at 7:20pm.


We convened the District Business Meeting on March 14 at 3:54pm with nominations for the 2009-2010 term.

Al Schultz nominated Rick Daluge for District Governor, and Tessa Lampe seconded.
There were no other nominations. Ken Hamilton moved closing the nominations, and Jerry Sherwin seconded, and the motion was approved.

Greg Johll nominated Gene Francis for 1st Vice District Governor, and Jerry Sherwin seconded.
There were no other nominations. Phil Ingwell moved closing the nominations, and Dale Boness seconded, and the motion was approved.

James Eagan nominated Neil Winchell for 2nd Vice District Governor, and Glenn Hauge seconded.
John Weiser nominated Bill Tefft for 2nd Vice District Governor, and Dale Boness seconded.
There were no other nominations. Phil Ingwell moved closing the nominations, and Dick Schwedrsky seconded, and the motion was approved. Both Neil and Bill spoke.

Erling Isely nominated DeForest/Token Creek for 2010 Bowling.
Greg Clark nominated Oregon-Brooklyn for 2010 Bowling.

The Secretary was called to place the nominations on the ballot, and left the room to do so.
