District Meeting - State Convention - May 16, 2009

We opened the District Meeting with the Pledge and America in song, led by Reverend Frye. He also noted that Region Chair Mark Seng passed away and the memorial will be tomorrow in Platteville. He then gave the invocation.
Vice District Governor Rick Daluge conducted the meeting.
There was a group of guest speakers, speaking for bowling in Gresham in 2011.
Phil Ingwell moved (Rollie Manthe seconded) approval of last year's minutes, and the motion was approved.
Jerry Sherwin moved (Gene Francis seconded) approval of the Treasurer's reports, both Activities and Administration, and the motion was approved.
There was another speaker, Jack Reindl, speaking for bowling in Grafton.
Phil Ingwell to speak to the Bylaws resolutions. He first noted that Eye Bank President Stan Carlson is in a Baraboo hospital. He then spoke to the 2010 USA Canada Forum in Milwaukee. There will be $500 from the District treasury available for participants. Jodi Burmester so moved (John Dickson seconded), and the motion was approved. Clubs will be asked for donations; e-mails will be sent. We then turned to the resolutions.
1. This resolution clarifies the schedule of District Cabinet meetings, to one regular meeting per quarter. Approval was recommended.
2. This resolution changes the process to fill Cabinet positions, allowing for election or appointment. Approval was recommended.
3. This resolution allows delegates to vote for the convention site (three years out). Approval was recommended.
4. This resolution changes the fiscal year for WLF back to the calendar year, January 1 to December 31. It is presently a bookkeeping nightmare. Approval was recommended.
5. This resolution improves operation of the International Convention Committee, simply housekeeping rules, allowing committees to pick their own chair. Approval was recommended. There was a question why this wasn't in the By-laws.
Foundation Director Walt Althaus spoke for the WLF on resolution 4, requesting approval. He also thanked clubs (Boscobel, Brodhead, Darlington, Fennimore, Lancaster, and West Grant) who donated 134 deerhides.
There was first-timers in attendance, from Monroe and Cobb.
District Governor John Jenson recognized his Cabinet members, and related that he and Alice had a wonderful time visiting clubs. There are no bad clubs. He celebrated our service with a thank you to individual Lions, saying "you are my everyday heroes". The District lost two clubs this year, Belleville and Janesville Evening. But the District is also looking to start two new clubs. He called for a motion to merge Benton with Cuba City. Rick Daluge so moved (Peter Cerniglia seconded). Jerry Sherwin asked a question about the merge. Members will transfer from Benton to Cuba City. Gene Francis noted that Benton may not want to be a branch club. Rob Perkins noted that this would not result in a Cuba City/Benton name, just a transfer of members. Lloyd Simpson asked if they could go back as a separate club. Glen Springs indicated that this does not count as a lost club. It is a move to keep members active. The motion was approved.
Rob Perkins and Gene Francis were called upon to speak for a District Band solicitation. We will be soliciting from state clubs as well as District clubs.
We paused briefly to hear Past International President Jimmy Ross thank us for the projects we do and for our service.
We're looking for $13,000 for one or two nights. Jodi Burmester moved (Glenn Hauge seconded) for the District to contribute $2,000 from prior convention funds, conditional on a band actually going. An e-mail has been sent to all clubs, and checks are supposed to go directly to the District Treasurer. There is a June 1 deadline. Peter Cerniglia asked about the possibility of a Sunday concert to raise funds. The motion was approved.
DG John thanked his Cabinet Secretary/Treasurer, and noted that we were looking to a more efficient transfer to the new Secretary/Treasurer.
Phil Ingwell spoke again, noting what an honor it was to have a District Governor from Madison Central. Acting as an agent of change, he presented a gift to John - a navy blazer. He also noted that he was seeking material for a roast.
DG Elect Rick Daluge was excited and delighted to serve as District Governor next year, "keeping a good thing going". He introduced his two VDGs, Gene Francis and Neil Winchell. They will be the region chairs for the coming year. He then recognized the zone chairs.

Phil Ingwell spoke yet again, this time for the Marriott Hotel in Middleton for the 2012 State Convention. The hotel has been newly renovated, sporting 55,000 square feet of space, and 12,000 square feet of parking, as well as 292 rooms. There are an additional 600 rooms nearby. The hotel is located with easy on-off access from the Beltline. The Middleton room tax comes back as grants - there could be a $3,000 grant to the Lions. We are looking at having the 2011 District Convention there.
DG John auctioned the gifts that had been presented to the District during the meeting. Randy Harrison bid $25 for a cheese box, (some woman) bid $15 for beer, Rob Perkins bid $10 for beer, and Dennis Gullickson bid $70 for a Marriott certificate. All proceeds are to go to the District Emergency Fund.
