LUNCH: The meeting was paused for lunch at 12:20 PM

CABINET MEETING reconvened after lunch at 1:01 PM

APPROVAL OF MINUTES: of October 14, 2012 Cabinet Meeting Comfort Inn, Deforest, WI; moved by PDG Rob Sherman, second by 1St VDG Bob Faliveno, motion carried.

FINANCIAL REPORT: See Attachment #2

1. Treasurer Heidt presented the Blackhawk Bank, Beloit, Wl account balances as of 12/31/l2:
Administrative Account $26,661.65
Activities Account $73,439.73

2. Treasurer Heidt recommended that the District purchase an on-line computer data backup service as provided by CarboniteTM at a cost of approximately $60/year. Moved by Lion Jodi Burmester, second by PDG Rick Deluge, motion carried.

3. DG Daryl Porter directed Lion Scott "the IT Guru" Grover to look into purchasing a new computer for the District for the Secretary/Treasurer duties. In addition, he was asked to investigate updating the QuickBooks Pro software which is currently the 2009 version.

4. Moved by PDG Rick Deluge, second by PDG Rob Sherman" that a line item be added to the budget to breakout the costs for the upcoming Lions State Convention to be hosted by District 27-D1, motion carried.

APPROVAL OF AGENDA:

DG Daryl Porter corrected the agenda to show that District Pin Chairman is PDG Ierry Sherwin. With that change, moved by PDG Ierry Sherwin, second by 2nd Vice DG Bob Faliveno to approve the agenda; motion carried.

GOVERNORS' COMMENTS:

1. DG Daryl Porter' noted the following items at the halfway point in his leadership year:
a. DG Porter has made 37 of his club Visits, with a mere 19 more to go!
b. The Governor noted that there are two candidates in Wisconsin for International Director: CC Karla Harris of the South Milwaukee Lions Club and PDG Connie LeC1eir-Meyer of the Mondovi Lions Club.
c. The Districts program "Communicate Like a Leader" has only one participant signed up so far, ZC lohn Dickson; there are openings available for any others that are interested.
d. 2nd VDG Randy Harrison and Lion Dick Schwedrsky are both signed up to go to the Advanced Lions Leadership Institute.
e. District Bowling is January 26, sponsored by the Deforest and Token Creek Clubs.
f. The District 27 2012-2013 Directory is updated monthly and is available online as a downloadable PDF file.
g. The Peace Poster Contest Winner is 11 year old Mercedes Thiel from McFarland.
h. We have received LCI's official approval for ID Allen "Ted" and Ann Reiver from Wilmingtion, DE to be International Guests for our District Convention.

2. 1St VDG Bob Faliveno made note of the following travels he's made since October:
a. He attended a UW Campus Club meeting this fall and installed their new officers.
b. He attended the combined Zone meeting recently held in McFarland and gave a PowerPoint presentation.
c. The Adult Vision Screening program held in McFarland was a success.
d. The Lancaster Lions hosted VDG Bob at a recent meeting.
e. VDG Bob was one of the judges for the local Peace Poster Contest in McFarland.
f. VDG Bob attended the Council of Governors meeting in Stevens Point.
g. He attended the first ever training session for District Governors in Minneapolis along with nine other aspiring District Governors.
h. Bob and Becky are preparing for their trip to the Lions 96th International Convention in Hamburg, Germany, all the arrangements are made.
i. Finally, VDG Faliveno gave an emotional tribute essay "In Praise of Gene" noting some ofthe accomplishments and memories of IPDG Lion Gene Francis who passed away last week.

3. 2nd VDG Randy Harrison noted the following items he is working on:
a. He is on the Zone meeting circuit attending meetings around the District.
b. The hoped for Black Earth Lions Club looks like it will materialize. The proposed Clinton Lions Club is not fairing as well and will start an adjunct to the Beloit Clubs.
c. The Madison Latino Club has not gotten off the ground and will be set aside for the time being.
d. VDG Randy attended the Council of Governors meeting in Stevens Point.

4. ZONE CHAIR: John Elvekrog was ill and could not attend - No Report.

COMMITTEE REPORTS:

International Director Candidates: PDG Connie LeCleir-Meyer was scheduled to talk about candidacy for International Director, but she was unable to attend due to a bout with the flue. There are two Candidates in Wisconsin for International Director: CC Karla Harris of the South Milwaukee Lions Club and PDG Connie LeCleir-Meyer of the Mondovi Lions Club.

Adult Vision Screening: VDG Bob Faliveno reported:
1. A second training session for adult vision screening is being organized and will be held once there are ten or more participants.
2. The purchase of a second vision screening machine that was authorized at the August 5, 2013 Cabinet meeting has been put on hold until additional price quotes are secured.
3. The newly purchased lst vision screening machine was used for the first time by the Lancaster Lions Club at the Lancaster Health Fair.

CARE/LCIF: Lion Lyle [DoC) Esser noted that:
1. So far during this year's trip to the Philippians Dr. Gill [who is 81 years old) has performed 673 Cataract surgeries and approximately 20 doctors from California will be doing another 200.
2. LCIF has presented 8 Melvin }0nes awards so far, with 11 more scheduled.

Children's Vision Screening: See Lion Dave Hineline's report on line.
1. There were 328 children screened at seven sites.
2. There were 21 children referred to the doctors, for a referral rate of 6.4%.

Constitution and By-Laws: PDG Arlen Milestone and members of his committee discussed:
1. The new Appendix C to the Rules of Audit. See Attachment #2
2. The new District 27-D1 Policy "Guidelines for the Dispersement of District 27-D1 Emergency Funds. See Attachment #3

Conventions:
1. District Convention - IPDG Neil Winchell noted that it will be held March 9 8; 10, 2013 at the Marriott Hotel in Middleton. Room rates are $92/night, there will be 56 raffle prizes, and the key-note speaker will be a 14 year old girl liver transplant recipient.
2. State Convention PDG Rick Daluge noted that it will be May 16 to 19, 2013, also at the Marriott in Middleton. DG Porter called for Volunteers to help PDG Rick Daluge on the Committee since the District is hosting the convention this year.
3. Resolutions Committee: See on-line report
4. International - The next International convention will be July 5 to 9, 2013, in Hamburg, Germany.

Diabetes: Lion Dale Boness reported that:
1. The newly produced DVD, "Caring with Confidence" has been accepted by Lions International for world-wide distribution!
2. The DVD will be Shown at the convention on the BIG screen and will soon be on the District website, YouTube and Facebook.

GLT: PDG Rob Sherman reported:
1. Club training is coming up and will also be added to the website for self-study.
2. Both the District and State conventions are planning to have some great training sessions.
3. "Communicate Like a Leader" program is gaining steam!

GMT: ]odi Burmester reported:
1. As of 12/31/12 there have only been 90 new members added, while there have been 136 members dropped for a net loss of 46 members in the district.
2. Jodi noted that there are a variety of District resources and speakers available to help clubs promote membership and retention, clubs just have to ask!
3. Encourage new members to attend a District or State convention, they are close to home, have many good program speakers, and new members can make connections to Lionism.

Information Technology: Lion Scott "Computer Guru" Grover asked members to send him articles and photos for the website and you can use the same items to submit to local newspapers. Make sure the photos show something happening, an action photo of a club event or project. Use the e-mail address of pr@md27d1.org

LEBW: PDG Michael Tiber reported that:
1. For the month of September 95 people were helped with new corneas, 65 Wisconsin recipients, 15 other USA and 12 international recipients.
2. Art 0'Neal has resigned as Exec. Director of the Eye Bank as of October 3 and a Search for his replacement has begun.
3. The next Eye Bank Board meeting will be October 23 in Marshfield.

Leader Dog: Lion Bill Kilian reported:
1. Kim Belker is at Leader Dog School now and is being trained with a dog.
2. The Monroe Lions have donated $100 toward Kim's training.

Leos: Lion Bucky Boland Strongly urged clubs to get their Leo's to attend the conventions and Leo's get free registration! It's a great way to get the whole Lion picture to the Leos.

Lions Eye Bank: PDG Mike Tiber discussed the following:
1. The Eye Bank Board will be meeting next week.
2. The Eye Bank website has been remodeled with a Whole new look http://www.lebw.org.
3. The three interim directors are Working hard to resolve a number of operational problems that have developed and they are making good headway.
4. The 2012 year ended with 800+ transplants, 100 corneas exported within the U.S. and 100+ corneas exported overseas.

Peace Poster Project:
1. 1St VDG Bob Faliveno noted that this year's Contest was held and the winner is ____________.
2. Work has already started on next year's contest.

Pins:PDG Ierry Sherwin reported that:
1. The 2012 District pins are sold out.
2. The new 2013 pin is available.
3. The committee is Working on ideas for a new pin design, but it is a secret!

Restoring Hope Transplant House: PID Peter Cerniglia distributed an information packet:
1. The Restoration Hope Transplant House Project [RHTHP] has been adopted statewide.
2. PID Peter Cerniglia and the Middleton Lions Club are taking the lead.
3. The capital Campaign is to raise $300,000 over a 3 year period, that is approximately $10,000/District/year.
4. It was moved by Peter Cerniglia, second by lohn Dickson that "the RHTHP committee be authorized to solicit a matching LCIF grant in the sum of $75,000." Motion carried.
5. PID Cerniglia noted that solicitation of personal donations will also be a big part of the program.

Wisconsin Lion Newspaper: Lion Peggy Daluge asked for more articles and activities reports from club and district projects be sent into the paper with action pictures!

WLF Directors: Eric Holthaus reported that
1. The Eye Glass Recycling Center has sold $62,000 worth of reclaimed precious metals this year.
2. There were a total of 1,348 campers last year during the ten [10] Weeks the camp was operated; eight [8] Weeks for Lions and (2] Weeks for ADA special needs campers.
3. The newly adopted Wednesday camp tours were attended by over 500 visitors.
4. The newly opened PR position for the camp has attracted 12 applicants.
5. The new totem pole will be ready for installation in May of this year.
6. The final numbers for the Deer Hide Project are not ready yet.

USA/Canada Forum: Lion Tammy Rockenbach reported the next forum will be in Overland Park, KS on August 19-21, 2013.

Tail Twister: ZC Lion Al Iohnson reported that the 50/50 raffle netted $124.00.
