District Meeting - Sunday, August 2, 2015 - Dodger Bowl Lanes, Dodgeville
CABINET MEETING MINUTES
The District 27-D1 Cabinet Meeting was called to order by District Governor Dick Schwedrsky at 11:50 AM.
1st Vice District Governor Eric Holthaus led the Pledge of Allegiance.
PDG Neil Winchell led us in song and prayer.
DG Dick announced that all District reports would be posted online this year. Orders for Wisconsin Lions printed directories were taken.
Break for Lunch
DG Dick introduced special guest, DG Bob Klockow, from 27-A2.
PDG Bob Faliveno introduced the Combat Blindness International/Haiti Medical Missions of Wisconsin presentation.
DG Dick thanked the Zone Chairs as the clubs filing timely MMR and Activity reports has increased over last year. DG Dick suggested visiting the Waunakee Lions new website as a great example.
PDG Randy Harrison thanked everyone for a great year as DG. DG Randy presented PDG Rob Sherman with the Extension Award from LCI for the chartering of the Milton Lions Club. DG also presented Lion Tammy Rockenbach with a Lions International Presidents Award and an award as recognition as District Centennial Celebration Coordinator. DG Dick presented PDG Randy with award from the Lions of Wisconsin in recognition of outstanding leadership and devoted service for 2014-2015.
1st VDG Eric Holthaus thanked everyone for allowing him to serve the District and looks forward to working with the Cabinet, Zone Chairs and Clubs this year.
2nd VDG Jodi Burmester reiterated 1st VDG Eric's thoughts and is very excited to step up and work with everyone in the District.
PID Phil Ingwell installed the officers of the cabinet, zone chairs and committee chairs.
Motion was made by PDG Bob Faliveno, seconded by PID Pete Cerniglia to approve the minutes from the May 2015 cabinet meeting. Motion carried.
Motion was made by PDG Neil Winchell, seconded by PDG Jerry Sherwin to approve the agenda. Motion carried.
Motion was made by 1st VDG Eric Holthaus, seconded by PDG Arlen Milestone, to approve the District Depository of funds. Motion Carried.
The Audit Report was prepared by PDG John Jenson. Motion was made by PDG Rob Sherman, seconded by PDG Walt Althaus to accept the Audit Report as presented. Motion Carried.
The budget for 2015-2016 was presented by Cabinet Treasurer Bill Severson. Motion was made by PDG Bob Faliveno, seconded by PDG Randy Harrison to approve the 2015-2016 budgets as presented. Motion carried.
Motion was made by PDG Rob Sherman, seconded by PDG Arlen Milestone to destroy the ballots from the March 2015 election. Motion Carried.
Motion was made by PID Phil Ingwell, seconded by PID Pete Cerniglia to allow the solicitation of funds from clubs for Combat Blindness International. Motion carried.
Applications for Advanced Lions Leadership training must be in by August 31, 2015.
Only 30 spots available (3 per District) for Communicate Like a Leader at Stevens Point. Anyone interested should get their application to DG Dick as soon as possible.
PDG Neil Winchell, District Story Teller, shared a humorous story.
2nd VDG Jodi gave an update on the Stuff the Bus statewide project. Statewide date is August 8 but District clubs are participating on their own schedule. Report results to district.

Lion Doc Esser reported that there were 11 Adult Vision Screenings last year. The District has 2 Humphrey screeners for use.
Lion Dave Hineline reported that Children's Vision Screenings were up 53% last year to 7497 screenings. There is a $100,000 grant for matching funds from LCI which will allow each District to purchase up to 3 cameras. Motion was made by Lion Dave Hineline, seconded by Lion John Dickson to purchase one PlusOptix 12C to be housed in the SW portion of the District through the matching funds program at a cost of $3112.50. Motion carried.
PDG Daryl Porter and Alert Co-Chair Ed Proctor are disappointed in the results they have had on the Alert program. They are available for Zone & Club meeting presentations. Full report is online.

PID Pete Cerniglia reported that since the Restoring Hope House opened they have served 274 families from 16 states and 1 from England with stays of 3-90 days. See full report online.
PDG John Jenson thanked PDG Sam Powell and PDG Arlen Milestone for their assistance in the initial re-write of the Policy Manual.
Policy Manual changes highlighted:
• Division of the Cabinet Secretary and Treasurer Duties
• Redefined the Rules of Audit under Financial Policy
• Activity Fund - Better defined the pass through funds & encourage clubs to make donations directly
• Changed the raffle guidelines, how to keep in compliance
• Expand the annual audit to cover the auditors responsibilities
• Changes to the D1 Convention policy - appointing a convention executive committee for 3 Yr term
• Drop Policy 6I which deals with the Melvin Jones matching funds program which is not being used
• Appendix C which deals with the Rules of Audit.
Motion was made by PDG Jerry Sherwin, seconded by PDG Rick Daluge to accept the policy changes as presented. Motion carried.
PDG John Jenson noted that the 2016 State Convention will be held at the Paper Valley Inn, Appleton, May 19-21, 2016. 2016 International Convention is in Japan. 2017 International Convention will be in Chicago.
Cultural and Community Activities - No Report
Lion Winnie Jentz, Chair of the District Diabetes Focus Group, is just getting started and in process of setting goals for the year. Looking for interested Lions to join the Diabetes team.
GLT Team thanked everyone for participating as a leader in the District this year. Lion Al Johnson said that the CEP Chair position and a Zone Chair position are open. Written report online.
GMT written report online. Lion Tammy Rockenbach reported that some changes have been made to Awards and Recognition. All nominees will be recognized at the District Convention. A workshop, “How to Attract New Members and Keep the Ones You Have,” will be held September 26 at Evangelical Lutheran Church, Mt.Horeb.

PDG Richard Koch stressed that the success of the District Hearing program is dependent on the clubs' participation in collecting used hearing aids and their contributions to the Hearing program. Donations should be sent directly to the WLF Hearing Program with 27D1 Hearing in the memo line. See the written report online.
Reading Action Program - No report
Leader Dog - Written report online. DG Dick said that all DG club visit donations received would go to Leader Dog.
Leos - No report. DG Dick stated that new Leo Clubs are possible in Sun Prairie and Cassville.
Peace Poster - PDG Walt Althaus asked that all Zone Chairs have their clubs let PDG Walt know if their schools are participating in this year's Peace Poster contest. Theme is “Share Peace.”

PDG Jerry Sherwin reported that the Courthouse Pin series has 3 counties, Grant, Green & Iowa, and needs pictures of the remaining. Written report online.
1st VDG Eric reported that Research & Long Range Planning would be working with the GLT Team to start putting together a list of potential future leaders for Zone Chairs, District Governors, WLF Directors, LEBW , etc. There will also be discussion of redistricting some of the Regions.
Lion Tammy Rockenbach reported that the USA/Canada Forum is September 17-19, 2015 in Grand Rapids, MI. 60 seminars this year. PID Pete Cerniglia has bus going to the Forum, leaving on Sept. 16th at a cost of $175. Written Report online.
WLF Directors John Dickson & Neil Winchell reported that another great Lions Camp season is coming to an end and that WLF is creating a Hearing Focus Group.
District Bowling will hosted by Oregon-Brooklyn at Oregon Lanes. Date will be set by the next meeting. DG Dick requested that clubs in the western part of the District consider running for District Bowling.

PDG Randy Harrison reported that the State Curling Bonspiel will be hosted by Cottage Grove at the Madison Curling Club in McFarland on January 15-17, 2016.
Environmental - PDG Rob Sherman asked everyone to congratulate Lion Ben August for his winning photo in the Environmental Photo Contest which was displayed at the International Convention.
PR & Lions Information - Written report online
Lion Tammy Rockenbach, Centennial Celebration Chair asked for 12 volunteers. Volunteers, who just step forward without asking what or why, make everything about Lions possible. Centennial membership recognition awards can be earned by sponsoring a new member or by sponsoring a new club. All criteria and centennial information will be posted online shortly.
2nd VDG Jodi reported that a new Special Olympics Club (Winners Circle Lions Club) is being developed. This is a Dane County focus club and they are looking for any Special Olympians or adults with special needs who might be interested. Next meeting is Tuesday, August 4 at the Coliseum Bar.
